Importer of Record in Egypt: How Foreign Companies Ship Without a Local Entity

Equipment for a project, hardware for a data centre, machines for an exhibition — all of it needs a legal importer in Egypt. Here is what an IOR is responsible for, and when you need one.

Importer of Record in Egypt: How Foreign Companies Ship Without a Local Entity

Someone has to be legally responsible for the import. If it is not your company, it has to be a partner.

What an Importer of Record is

The Importer of Record (IOR) is the party legally accountable to customs for a shipment: filing an accurate declaration, paying duties and taxes, holding the permits the goods require, and keeping the records afterwards. Egypt requires a registered local importer — which is precisely what a foreign supplier or a project owner without an Egyptian entity does not have.

When you need one

  • Project and site equipment shipped by a foreign contractor to an Egyptian site.
  • IT and data-centre hardware delivered to a local branch or client.
  • Exhibition and demo goods, where timing is fixed and a delay makes the shipment pointless.
  • Spare parts and warranty replacements a foreign manufacturer sends to a customer in Egypt.
  • Market entry, while your own registration is still in progress.

What the IOR is actually carrying

This is not a signature-for-hire. The IOR carries classification and valuation accuracy, the permits and conformity approvals for regulated goods, correct duty and VAT settlement, and the audit trail afterwards. A wrong HS code or an undervalued invoice becomes the IOR's exposure — which is why a serious IOR reviews your documents before accepting the shipment.

What to prepare

  1. Commercial invoice and packing list with a clear, specific goods description.
  2. Technical datasheets — they decide the classification and any conformity requirement.
  3. Certificate of origin and the transport document.
  4. The end-use and the final consignee in Egypt: who receives, installs and owns the goods.

Ranisy as your IOR

We act as Importer of Record for shipments into Egypt and run the file end to end: pre-shipment document review, classification, ACI registration, clearance, duty settlement and inland delivery to the site — with one point of contact and a cost picture you see before the goods move.

Send us the invoice and the datasheet and we will tell you what the shipment needs before it is booked.
